City Planning Proposal System

Under the City Planning Act, which came into effect on January 1, 2003, a new city planning proposal system for town development was established.
Under this system, land owners and town development NPOs, etc., will respond to prefectures or cities when a group of land of a certain size or more satisfies certain conditions such as consent of two-thirds or more of the landowner. You can now propose city planning decisions and changes.

1. City planning that can be proposed

If it is contents (use districts City can propose all plans to the city as long as it is the content of the city plan. However, those determined by Ishikawa Prefecture, such as area divisions (line drawing), will be proposed to the prefecture. Also, the following city plans are excluded.

  1. Policy for Development, Development and Conservation of Urban Planning Areas
  2. Urban Redevelopment Policy
  3. City Planning Master Plan

2. A person who can make a proposal

  1. The owner of the proposed land, land right or leasehold right
  2. NPO for the purpose of promoting community development
  3. Non-profit corporations based on Article 34 of the Civil Code

3. Conditions Required for Proposals

When making a proposal based on the City Planning Act, all of the following conditions must be met.

  1. A group of land of 0.5 ha or more
  2. Comply with legal standards for city planning such as "policy of maintenance, development and maintenance of city planning area"
  3. There is consent (number of people and area) more than 2/3 of owners of land in proposal area.

  • Prior consultation

  • Proposal of city planning
    Please submit documents necessary for city planning to Kanazawa-shi.

  • Kanazawa City Evaluation
    Kanazawa City evaluates the proposal contents and makes a city plan when it is deemed necessary to make a city planning decision (change).

  • Procedure for city planning decision (change)
    When we make city planning decisions, Kanazawa-shi announces city planning decision (change) through procedures such as approving city planning plan to city city planning Council.
  • Notification to the proposer
    When we do not make city planning decisions, Kanazawa-shi hears opinion of city city planning Council about suggestion contents and notifies proposer that we do not decide and the reason.
